100% CPU Activity and Very Slow Web-page Loading

Hello, About two days back I noticed that every two minutes my CPU usage would jump to 100% (no significant programs running) and as a result would slow activities to a crawl and also when I tried to open any web-page it would not load it most of the time or be extremely slow. At the bottom of my browser page (IE 5.5 SP 2) I would see "Looking for Proxy Setting" when I had no proxies set for browsing. I checked my computer throughly for viruses, (using Norton 2001, & Panda software and I also have ZoneAlarm at its highest safety setting)but everything was negative on infection. I also checked for Spyware and other instances where my computer might be getting used for CPU processing from outside but there was nothing. Then I happened to notice an entry in my Restricted Sites zone in Browser Security in IE properties : "xxxyyyzzzuuu..." and so on, (which I had not put). I took that out and now I can get to web-pages very quickly (for some reason my Outlook Express was never affected in denial of service). My CPU usage still goes to 100% sometimes but not as frequently so it has not gone away.
Can anyone shed more light on this. Thank You. Jagi
