 Software Licensing

I have a couple of questions about software licensing that someone may be able to assist with.

1) If a company owns X number of licenses for a piece of software, and they then stop using that software and have it deinstalled from the machines, what options are there for selling those licenses on? I deal with License brokers as far as *purchasing* goes, but I wondered if there was a market for selling them on?

2) Can anyone confirm if Windows NT Workstation and Windows NT Client Access License are the same thing? If they are not the same thing, in what situations would I require one or the other, or both?

Thanks,

Dave
