 Search Engine Rankings

My company just hired a consultant to help with some benchmarking and focus groups. At our first meeting he started talking about how to improve our search engine rankings and how to improve them.

He said that we should have a text navigation bar on the left side of our page because search engines use the first batch of text on a page to rank it and the navigation would take up valuable 'ranking space'.

I thought I heard this a few years ago but that this wasn't the case anymore. Can anyone tell me if the scenario above is correct?

Thanks
Andrea
