Within Tools - Internet Options if I delete Temporary Internet files what do I lose if I tick the box "delete all offline content" and might I live to regret doing this?

After deleting Temporary Internet files using the Option button, there are still loads of temporary files left in the folders. What happens if I delete all these manually also, and might I also regret doing this?

Often if I am Adding a Favo(u)rite the box "Make available offline" is greyed out. Why? What can I do apart from swearing?

Congrats +tks if someone can answer all 3!
