I don't know about SIC codes but Eurostat gives "Number of persons employed (thousands)"for EU 25 totals for 2002 for the NACE code categories listed below (see PDF page 19)

The figures should also be available on contry by country basis and European Statistical Support Centre should be able to talk you through how to get them.

I'm not sure where you are based but from the UK you can ask the European Statistical Support Centre for assistance with Eurostat.

NACE codes represent the statistical classification of economic activities within the European Union which serves as a basis for compiling statistics on the production, factors of production (labor, raw materials, energy, etc.), fixed capital formation operations and financial operations of firms and other entities.

Peter, The nearest I have ever found to this is the ILO yearly data (http://laborsta.ilo.org/) These do give sector for each country ...
